Hurricane Dolly's leading edge arrived on the Gulf Coast early Wednesday, packing heavy rain and powerful winds that could strengthen before the center of the storm hits towns straddling the Texas-Mexico border later in the day. Hurricane Dolly strengthened to a Category 2 storm as it prepared to sweep ashore Wednesday in cities near the Texas-Mexico border. Hurricane Dolly's leading edge blew down signs, damaged an apartment complex and knocked out electricity to thousands as it hit the Gulf Coast on either side of the Texas-Mexico border early Wednesday. Rain started to fall along the Gulf Coast as Hurricane Dolly closed in on towns straddling the Texas-Mexico border, packing 85 mph winds that could strengthen when it hits land later Wednesday.
